JVWCD considered whether other locations could reasonably support this project. Because the spring water already flows to the Naniloa Drive site through existing underground infrastructure, moving treatment elsewhere would require new water conveyance systems and additional construction in other areas. The existing site provides the most practical location to treat this water while minimizing additional impacts and costs.
